ON FORESTS Natural resources provide vital services and resources to people, with at least 1.6 billion people directly depending on forests for their livelihoods including food, firewood, fodder, water, and medicine. The majority of these people are poor and live in and around forests. Often, local communities play a crucial role in forest stewardship. In the occasion of the United Nations Forum on Forests, taking place between the 8 and 19 of April 2013, in Istanbul, Turkey, we wanted to share some resources on the topic. Number of comments: 0

OECD Report on Measuring the Potential of Local Green Growth: An Analysis of Greater Copenhagen This report presents, for the first time a local ‘green growth’ indicator framework. This indicator framework was developed from the OECD ‘green growth’ strategy at the national level, but modified to highlight issues of transition that are most relevant for local areas. The Copenhagen report is the first trialling of this approach, along with an indicator visualisation tool – or dashboard. The dashboard allows easy assessment of the progress of a particular local area in a number of indicator variables.

Green Jobs Learning Forum: Local Strategies and Actions Green Jobs and the promotion of the Green Economy have become the key drivers for achieving an economic and social development that is also sustainable. Green Jobs can be created in all sectors and types of enterprises, in urban and rural areas, in all countries at all levels of economic development. At the same time, greening the economy can generate consistent and positive outcomes for increased wealth, growth in economic output, decent employment and reduced poverty. Achieving this double dividend, in terms of both environmental and social goals, requires the commitment of policy makers and the active support of enterprises, entrepreneurs and workers. If on the one hand, a coherent mix of policy responses is needed at the national level, local implementation strategies are equally important in the promotion of a wide range of innovative solutions and job opportunities. Given the growing demand for support to address the effects of climate change, local development strategies are more and more incorporating the green jobs dimension. Policy makers and local practitioners need therefore to make the appropriate links and seek synergies for better results. At its 2nd edition, this interagency Learning Forum will propose a special focus on how to promote private sector development and contributions to green growth and environmental sustainability, through the analysis of case studies and initiatives that enhance local development while responding to the demand for new markets, new products and new production methods. Realizing Local Development in the Carbon Commodity Chain Political Economy, Value and Connecting Carbon Commodities at Multiple Scales This paper provides an analysis of how local community development is connected to the global carbon economy through the creation of carbon commodities (offset credits) and the role of premium credit certification in assisting in local development. The paper shows that information on local conditions should be focused on political-economic processes and the interactions between actors to nuance the social benefits of carbon credit generation in developing country contexts.

Assessing Green Jobs Potential in Developing Countries: A Practitioner’s Guide A number of studies for industrialized countries assess how a transition to a sustainable, low-carbon economy might affect employment. These typically find overall job gains compared to “business-as-usual” scenarios. The more detailed of these studies address not just changes in the total number of jobs, but also underlying job movements as well as the quality of jobs. Such knowledge is vital to informing policies that enable a just transition to a green economy, yet there are few comparable studies for developing countries. A key bottleneck is the scarcity of information, particularly employment and production data on green jobs as well as on linkages with the rest of the economy. As part of the ILO’s Global Green Jobs Programme, this guide provides practical solutions tailored to the considerations of developing countries that can help fill these information gaps. The guide adopts a menu approach, providing policy-makers with a range of options that take into account time and resource constraints as well as policy priorities. Though meant to stand on its own, the guide also serves as a companion to a series of country studies published separately by the ILO, which provide country-specific details on how the guide can be applied. The guide was developed by GHK Consultants and the ILO headquarters and regional office in Bangkok in the context of the national green jobs mapping study carried out in Bangladesh in 2010.

Green Jobs Learning Forum: Local Strategies and Actions Offered in English, Spanish, French and Portuguese This interagency learning forum is a highly interactive programme designed to support key actors in shaping complementary green jobs strategies at the local, regional and national level. Participants will get to know a range of existing local level best practices and tools and will engage with top-level resource persons. LED and Green Jobs: The case of Indonesia The economy of the Province of East Java is characterised by agricultural activity and small-scale entrepreneurship. Public-private LED Forums were set up to identify and better valorise local economic potentials. This story tells how LED Forums acted as a starting point for identifying biogas facili-ties in order to create Green Jobs that allow people to obtain sustainable and decent employment while simultaneously addressing climate change.
