Signaling Creditworthiness in Peruvian Microfinance Markets: The Role of Information Sharing Using borrower-level data from FINCA, one of Peru’s leading microfinance institu- tions (MFIs), this paper evaluates the effect on borrowers’ access to credit of FINCA’s decision to share information on individual outstanding debt records (positive infor- mation) as well as group default records (negative information). Since all borrowers were simultaneously exposed to the same policy, the paper develops a creative iden- tification strategy that relies on the exogenous variation of the opening and closing dates of loan cycles across lending groups. A credit expansion effect is identified for some borrowers in FINCA who looked more creditworthy after their positive records were exposed, suggesting that other lenders targeted FINCA clients with good credit records. This credit expansion effect seems to have hurt FINCA through higher default rates as its better clients were skimmed off.

Enfoque al desarrollo económico local en América Latina usando las políticas de post-consenso de Washington: un ejemplo de Medellín, Colombia Treinta años después de haber creado las políticas de Consenso de Washington, el nuevo milenio observó la manera como América Latina adoptó una amplia gama de políticas de desarrollo económico y social con tintes izquierdistas, donde el Estado adoptó un nuevo papel, aún a nivel local. En Colombia, la ciudad de Medellín ha encabezado el nuevo movimiento de activismo local, y los resultados iniciales de esta nueva trayectoria radical han sido positivos. Esta Nota de Antecedentes establece que el progreso de Medellín en la construcción de un ‘estado de desarrollo local’ debe ser reconocido porque promueve las empresas y la inclusión social. Sin embargo, también advierte evitar la complacencia, ya que se requieren ajustes importantes para evidenciar un progreso más rápido y sostenible con el fin de combatir la pobreza, el subdesarrollo e inequidad en Medellín. El papel nocivo del desarrollo de microempresas es un aspecto importante del paquete de políticas de Medellín que debe ser reevaluado con rapidez. Esta Nota de Antecedentes se basa en visitas de campo realizadas en Colombia en el 2010 y a comienzos del 2011, usando datos tomados de reuniones, estudios de casos de microempresas, y entrevistas de informantes claves llevadas a cabo en Medellín.

Case study India: A “Green” Value Chain Development Exercise in Jabalpur Routes Out of the Crisis – 1-3 December 2009: India National Case Study The ILO’s “Green Jobs” initiative supports a concerted effort by governments, employers, and trade unions to promote environmentally sustainable jobs and development in a climate-challenged world. It seeks to facilitate a "just transition" that reflects the environmental, economic and social pillars of sustainable development. In support of the initiative, the ILO Regional Office for Asia and the Pacific, in collaboration with Sub-regional and Country Offices, has initiated demonstration programmes which aim to “contribute to identification and testing of pathways to clean development through the creation of green jobs which reconcile goals for poverty reduction with low greenhouse gas emissions.” In India the first step in the exercise has been the pilot application of a sectoral assessment methodology. The assessment of three high potential clusters, including Jabalpur dairy cluster resulted in identification of high priority interventions that support the green jobs and decent work agenda. A key aspect of the implementation of such interventions is the provision of feedback to the assessment methodology, thus contributing to its further strengthening and refining with a view to the scaling up and replication of the approach.
