ICMM Community Development Toolkit Community development is the process of increasing the strength and effectiveness of communities, improving people’s quality of life and enabling people to participate in decision making to achieve greater long-term control over their lives. Sustainable community development programs are those that contribute to the community’s long-term development needs and priorities and ensure a fairer distribution of the costs, benefits, risks and responsibilities associated with mining activities. The essential element of sustainability in community development is that actions must be community planned and driven, not imposed by donors or companies. Mining and mineralprocessing activities can play a central role in sustainable community development by acting as a catalyst for positive economic and social change in areas that may otherwise have limited opportunities for economic and social development. They can also influence the equitable distribution of mine-related benefits by ensuring that opportunities are created for women and vulnerable and/or marginalized groups such as Indigenous Peoples, ethnic minorities and the economically displaced.

Assessing Green Jobs Potential in Developing Countries: A Practitioner’s Guide A number of studies for industrialized countries assess how a transition to a sustainable, low-carbon economy might affect employment. These typically find overall job gains compared to “business-as-usual” scenarios. The more detailed of these studies address not just changes in the total number of jobs, but also underlying job movements as well as the quality of jobs. Such knowledge is vital to informing policies that enable a just transition to a green economy, yet there are few comparable studies for developing countries. A key bottleneck is the scarcity of information, particularly employment and production data on green jobs as well as on linkages with the rest of the economy. As part of the ILO’s Global Green Jobs Programme, this guide provides practical solutions tailored to the considerations of developing countries that can help fill these information gaps. The guide adopts a menu approach, providing policy-makers with a range of options that take into account time and resource constraints as well as policy priorities. Though meant to stand on its own, the guide also serves as a companion to a series of country studies published separately by the ILO, which provide country-specific details on how the guide can be applied. The guide was developed by GHK Consultants and the ILO headquarters and regional office in Bangkok in the context of the national green jobs mapping study carried out in Bangladesh in 2010.

DEL: Manuel pour l'élaboration et la mise en oeuvre des stratégies et des plans d'action Élaboré pour constituer une ressource devant aider les villes à élaborer leurs stratégies de déve- loppement économique local, ce Manuel a été rédigé pour des villes ou des agglomérations qui n’ont pas encore pratiqué le DEL et souhaitent aider leur économie locale à croître. Il cherche à permettre aux villes, aux praticiens, aux entreprises et aux populations intéressées de comprendre ce qu’est le DEL et pourquoi et comment il est mis en œuvre. Il présente les étapes par lesquelles il faut passer pour lancer un processus de planification du développement économique local. Il a été élaboré à partir des meilleures pratiques recensées dans un certain nombre de pays en déve- loppement et d’économies en transition ainsi qu’en Amérique du Nord et dans l’Union euro- péenne. Il donne des exemples de bonne pratique en matière d’élaboration et d’exécution de la stratégie de planification du DEL et s’appuie sur les leçons tirées des expériences vécues dans le réseau de développement économique local Cities of Change ainsi que des expériences d’autres programmes mis en œuvre dans diverses parties du monde. Nous espérons qu’il éclairera les complexités de la planification stratégique du développement économique local et permettra de les comprendre.

ILO Local Development for Decent Work This Local Development and Decent Work (LDDW) Resource Kit was conceived and developed in the framework of the Philippine National Action Plan for Decent Work (2002-2005) that was adopted by the Philippine Government, employers’ organizations and trade unions in 2001.The LDDW Resource Kit is a collection of easy-to-use tools, designed to help development planners and practitioners make better choices, integrating decent work issues into local planning and implementation frameworks. It deals with a wide range of topics concerning local economic growth, job creation and job preservation, improvement of the quality of jobs, making local development benefit the poor, ensuring equal opportunities for all, protection of rights, and promotion of voice, representation and social dialogue in local governance.
